The National Rifle Association has taken aim at legislation that would allow the sale of .223-caliber ammunition inside homes.

Introduced Thursday by Reps. Tim O’Brien (R-Pa.) and James Clyburn of South Carolina, the measure would allow anyone to sell a .223 caliber ammunition inside their home, in exchange for an exemption from local and state ammunition licensing and licensing requirements.

The move comes amid heightened attention to the possibility that such an exemption could allow guns in private hands. The bill, which would make legal the purchase, manufacturing or possession of .223-caliber ammunition, was introduced in North Carolina last week.

Clyburn, who represents the small town of South Carolina, told The Daily Signal he hoped the move would spur gun reform.

I hope that the legislature doesn’t be too eager to get this issue to the bottom of it yet, Clyburn said.

The gun lobby isn’t afraid to be outrageous and outrageous is the same kind of thing that is happening in my town.

The law would require new regulations and new restrictions on ammunition sales including a requirement that all .223-caliber ammunition purchased in North Carolina be labeled as such in state law, which does not require all sales to be regulated.

The measure passed the North Carolina House by a 52-46 vote. It was also brought to the Senate by Rep. James Clybourn, R-Spartanburg.

I’ve worked with lawmakers on every issue of the last 15 years, Clybourn told The Daily Signal on Wednesday. (It’s) been a pretty solid process. I’ve heard from people who have come to work on all of these issues. I don’t think it’s going to work out to their liking.

The bill was introduced to the state Assembly’s House last week with bipartisan support from Republicans and Democrats.
