A service grant is a grant of financial assistance to the government. The Federal government may accept a service grant for a specific purpose or a program of government that is required for participation in programs that have an impact on national security. The term ‘service grant’ also refers to a government grant that is administered, administered, overseen, administered, and directed to enable individuals to undertake the course of research as prescribed by the Federal government. It is important for the government to have an understanding of the nature of the grant given to it, and, if appropriate, a description of the purpose and the funding involved.

Service grants may be assessed under relevant law. This means, for example, that payments to institutions that are directly or indirectly engaged in defense research or development of a government program, in which it is the primary or indirect purpose, should be assessed in a way that makes clear the extent of the government’s involvement.

The Department’s Office for Science and Technology Policy generally develops and administers a policy on how much the Department will consider a grant and how much it will consider a government program that is primarily a defense research or development project. This policy is discussed in many of the Government Accounting Standards Board’s (GAASB) financial disclosures.

In addition, the Department may issue a Service Grant to certain projects for specified periods of time or to cover expenditures specified by these policy directives.

If the cost of a specified program of government is substantially lower than the cost of administering the program, the Department may impose a reduction in the funding to which that program is designed. The Department may also reduce an award made under a Service Grant during a term during which that program is not covered by the policy directive.

As a result of a service grant, the Department may, for each fiscal year of the current fiscal year, extend the service period, or provide additional funds, through a funding or other arrangement, which allows for the increased service period for specified programs and activities to continue as originally authorized under this subpart. If the funds authorized for a specified program of government are not specified in the policy directive, the Department will not continue to administer such program until the previous service period expires or is discontinued. If the funds authorized for the specified program of government are not applicable and cannot be reauthorized in advance, the Department will make an additional amount of the funds authorized for such program as specified for those purposes through the next fiscal year and shall not continue to administer the program until the funds have been appropriated to carry out those other purposes.
