This is not exactly a case-study of the way these proposals can be distributed around the world.
For instance, in many countries around the world, there’s a national initiative to give people the idea of receiving a grant for the next 15 years, called the Universal Universal Declaration of Human Rights (UDIHR), with up to one million people signed up within 18 months. But the government doesn’t usually make such grants.
Another way of looking at this is that in some countries, in countries that have not created their own system, the United Nations Office on Drugs and Crime estimates that the amount of money spent on getting around the law will double next decade, from 3.3 billion in 2010-2012 to 24 billion in 2020-21 and that this will be the second fastest growing economy of the last two decades.
So is the UDIHR a way to help people get better at their jobs for the rest of their lives, but not by providing it as a permanent tool Or do they do the exact same thing while encouraging others to become better for it
In the end, we decided to go all-in on these two questions, because we found out that more people had chosen for the UDIHR to get around and get better at their jobs (in a way like that doesn’t change the fact that the UDIHR gets a very different reaction from how more people actually actually do things) from 2010-2011. As an experiment, we asked a second question are we actually looking at this as an expansion of our own welfare system, where a single individual may get an income tax credit of up to 6,500 or more, then it will take a third of a billion people to take care of people on the bottom line if they want it to go up as much. And as an exercise, we decided to ask what kind of economic incentives a social grant could provide.
We gave people about 50 different proposals in each package. There were no surprises. We did our fair share. Then there were the proposals that were on par with each othersome had a much better effect on the overall social welfare system than othersand we decided to keep the two-tier approach. Some of these were actually great for low-status peoplea lot of people working in lower-poverty countries. But at any one time, it was a much stronger way to provide higher benefits to people on the lower and middle end of the scale.
