For discretionary grants, Congress has created a set of tools that incentivize certain categories of people and make it difficult for them to participate in government and public-sector services. There are many different kinds of discretionary grants, but three are broadly similar and they can be used like lottery grants from government health care programs. These grants are different from the federal program, and so they have a different purpose. It was made clear during debate on the fiscal cliff where federal law does not require federal agencies to participate in these programs. In my view, the only reason Congress should continue to subsidize discretionary spending is to encourage others to do so.

When government provides discretionary aid, it makes it harder, in my view, to support services that the federal government does not provide, such as social security, or education, and those services are much more likely to increase the quality of life for Americans over time they are less effective at supporting people’s economic well-being and more likely to lead to the demise of our economy.

The Federal Reserve has made clear that there are no discretionary funds available for programs that it deems to be underfunded the funds are available to states under certain federal law and are available to private financial institutions.

Are we ready to get to the point in which the nation will be dependent on money from outside the U.S.

I think the time is ripe for policy makers to begin thinking about how they balance the needs of our own citizens with the concerns of the international community and foreign investors which are increasingly confronting us. What I expect is that the government will be able to expand its reach and it won’t be a problem in the short term, but more and more time is needed, particularly because the world is increasingly turning around its economy and the world’s population is increasingly shrinking and developing rapidly.

The future is brighter for Washington, but we need to make clear to the American people that this is not a time that one country is going to spend its dollars. I think our government cannot afford to ignore that fact and must be focused on the global economy of the United States not on just one country, but many countries around the world

I think that we are already seeing the impact of global change. And in fact, we are approaching a crisis where we can now afford to spend our resources in ways of a monetary policy that works to achieve that change. We now have options for
